Keeping up with the debate, this study gets it right. The flaw in the reform today is the fact that the healthy will opt out because the fine is minimal compared to the cost. 50% of uninsured today opt out because they choose too. The sick will join and the the healthy that do get sick will also jump on board. This is will not work. What works is if everyone gets insurance and pays for it. Healthy individuals get a discount for good lifestyle choices. It is simple to fix health care, but it is not simple to fix Washington.
